I'm not sure people who live within 100 miles of an ocean or great lake
quite grasp how insanely disconnected this country is; there's populated
areas that got skipped by rural electrification and rural telephone minutes
from major cities, or how expensive and often poorly distributed what might
have been considered HSIA in the early 2000s is now in big midwestern
cities (for like, no reason, as Google has shown us).  Ought to be a
national embarrassment, if we really cared as a country, but I digress.
You'd have to find people going into the field and coming back to a
relatively large city on a regular basis to do that, since editing tends to
be both bandwidth (particularly aerial tilesets) and labor intensive,
there's not much GPX to ensure alignment, and JOSM hates georeferenced
rasters (it'll work with 'em, but it will be slow and it won't be pretty).
Not saying that it can't or shouldn't be done, just saying our tool chain
tends to have issues when you're having to edit via carrier pigeon.
