Sorry about that, the last step should be:
In the "tags" dialog on the right of the JOSM screen it will list the way
as a member of the relation, right click the relation and from the
resulting menu, click "Select Relation"

In OSM the relation for Blythe only has one member that is a way.  The
other member is a node, which oddly, is some distance away.

I presume that "object # 383948" is from the TIGER data? I don't think you
can count on any external unique identifiers being preserved in OSM.
