[Talk-us] Washington, DC parks - boundary=national_park or not?

I think we might want to revisit some of the assumptions we made when we
first came up with taggings for these areas. Taking a look at [1], I don't
think that each of the individual properties on the list pass the "duck
test" of being a National Park. However, it might be reasonable to say
that the "National Mall and Memorial Parks" or "National Capital Parks -
East" might reasonably be described as a collective NP and each tagged with
a single relation encompassing all of the properties. I could also be
convinced that "President's Park" which contains the White House, Ellipse
and adjacent properties could reasonably be tagged as a NP.
Of the areas in the "National Capital Parks" list, it's Rock Creek Park [2]
that's maybe questionable from a "duck test" perspective, mostly because
it's not called by the title National Park (see parks signs in [3]).
The administration of DC-area parks by the NPS seems like a special case
that needs a special determination from the community. Curious what others
think of this.
