My apologies for the confusion:  yes, the correct tag is state=proposed (not proposed=yes, I had a brain glitch there).  Thank you Volker, for both your correction and any assistance you might make with adding USBR 66 in California.  I believe user:Bill Sellin has been working on the western part of this, you might elect to coordinate with him, it could avoid edit conflicts.
