[Talk-us] Name tag on unnamed, but numbered routes

No, I think what many of us are saying is that only "So and So Memorial
Highway" type names should be in the official_name=* tag. California is one
of several places in the US that actually names their freeways something
other than a memorial highway name. Unlike the memorial highway names,
these names are widely used by the general public and this don't fit under
the official_name=* tag.
