I've always found manual tracing much, much easier than any automated 
method. I experimented a little yesterday running Delineate (uses 
autotrace to produce SVG) over some 1930s maps, but the results 
required so much tidying up that it would have been simpler just to 
trace the paths manually. Illustrator's auto-trace function is a 
similar story.
