determining how to convert raw GPS tracks into something more useful
is something i've been giving a lot of thought to, recently.
unfortunately, i haven't managed to think of anything beyond the
obvious, so far. its a Difficult Problem ;-)
there might be some mileage in doing data mining on very large
collections of tracks in order to generate connectivity automatically
(i.e: an algorithm that knows that a car has to stop at a junction
can use that as an heuristic), but if we want to get maps from the
smallest number of routes (initially, obviously) then we have to use
people's innate experience of the route that they have just
travelled.
adjusting existing routes on the basis of new tracks might be simpler,
however...

umm... lots of ideas?
i'm sure all of the people on this mailing list have a private stash
of GPS tracks. we're just waiting for the project to come together so
we can use them!
