[Openstreetmap] [PATCH] user and password bounds checking (untested)

Steve,
Attached is an untested, but minor patch that should clean up bounds
checking in username and password handling. I think I got all
occurances, but very possibly missed some. I took the value of
MAX_PASSWORD_LENGTH from the addUser method - it seemed the most
authoritative.
I hope I didn't screw up the java (in syntax or style), it is not a
language I know. This may clear the confirmation problem, my chosen
username triggered, which I emailed you regarding last week.
I've decided to use my 'proper' email address for the website (once I
can connect), so accepting and/or applying this is low priority.
