The frida package (City map of Osnabrück) isn't included in debian.
even though
- it's GPL licenced (they write "Since there is still no appropriate
license for vector geo data, Frida is first licenced under the GPL")
- the package was published by a company that employs some of the
DebianGIS people
so i think we shouldn't target at being included in debian/main,
but having a licence that covers data, not software
