[OSM-talk] Merging data sets (was: web site map enhancement, los angeles)

When the TIGER data is uploaded it should at least be tagged so that
users and clients can identify it as such.

Is there any notion of a kind of "read-only" layer, a bit like track
points, which could be copied but not modified?
