IMHO, it should be a motorway_link.

My understanding of the different types of roads (motorway, trunk, primary, 
etc) is that a motorway is more important than a trunk, that is more 
important than a primary. Thus, any road connecting to a motorway should be a 
motorway_link, regardless of the type of road connecting to it.
