[Openstreetmap] key/values for tunnels and bridges

I'm slowly grinding on a long map features list which tries to establish
some base values across a multitude of different feature types. I should
have had a draft done by now and up on the wiki but I'm not there yet :(

By all means post to the wiki somewhere and I'll ensure all logical thoughts
are incorporated.
