For streets it's easier to allow planning with commercial maps, as you're 
obviously following where the street goes rather than a line on the map.  
With footpaths however, you often end up looking at your map to find out 
which way to walk in an unmarked field, rather than following a path on the 
ground.

If there were any erroneous footpaths on your map, or any distinctive 
squiggles where the map deviates from a legal right-of-way, then we could end 
up with some other company's incorrect data.

It's a shame really that the onus is on us to do all this unnecessary work, 
rather than just saying to council rights-of-way officers "why are you being 
such an ass about restricting access to public information?"
