Unclassified means it isn't classified with an A or B designation. I tend to
tag tracks as highway=unsurfaced. This isn't on the Map Features (maybe it
could be?) but there needs to be something intermediate between
'unclassified' (country lanes or through, unclassified roads in towns and
cities) and 'footway/bridleway' to represent wide, unsurfaced tracks (such as
those in the New Forest or 'byways')
