JOSM uses UTF-8 to save its files (and transfer data to the server). I
just checked it here again and it works for me. All unicodes are
properly saved and reloaded into JOSM (and are stored as UTF-8 bytes in
the save file).

If you like to use the osm files saved with JOSM in a different encoding
than UTF-8, there are tools to convert XML from one encoding into
another. Be sure to change the encoding line (the first line) in the XML
file accordingly ;-)


Or is your problem a different one and I just did not understand
you? :-?
