But the other types of roads don't share the same ways. For example
you won't have for a same way a motorway and a secondary road.
The cycleways are really specific, because they can be alone or they
can share a way.
Why not a key for each type of use ? I mean highway="..." for the
roads, cycleway="..." for the cycleways,
footway="footpath","trail","..."
