I like that idea of non-account read access. Importing data into an
editor without having to open an account first might geht people to
contribute who otherwise don't. If too much is downloaded, this would
equal a DOS-attack, so IP-based download quotas (per hour) and map size
restrictions have to be used. New users might think of downloading a
whole country as a good / fun idea, without realizing what this does to
the OSM server.
People could change and edit as they want, but not upload until an account
is created.
