But then either the generator needs to know about EVERY single renderer 
(regardless of environment) or have a custom app specific script that 
still has to know every single language.

No really, just that 20 different tag names (highway, rue, bahn (I don't 
speak German, I guessed), etc..) with 10 different values each meaning 
EXACTLY the same thing is ridiculous.
