A French user (not very comfortable with english language) ask me if we 
couldn't start a translation of some wiki page. It was just when the 
London mailing-list was launched, and I was wondering at the time if a 
French-speaking list would be a good idea.

Maybe we could try to launch a web-based French forum. It will serve 2 
purposes at a time : Helping French-speaking user, and testing forum for 
OSM-based discussions (I'm pretty sure there will be more questions from 
newcomers than on a mailing-list). And with the language barrier, it 
will not overlap with current lists.
