Then what would be really neat would be a "select all segments that are
the shortest route from node A to node B", and then combine into a
track/street.

I've been playing with this, and JOSM doesn't seem to support the
concept of a street segment that can be part of more that one
track/street (once it's become part of a track, you can't select just
that segment to become part of another track).
For instance, there's a stretch of dual-carriageway at
51.588771,-0.20482 that is part of both the A406 North Circular Road and
the A1.
There also doesn't appear to be any way of removing segments from a
track without removing the entire track. This can be annoying if you've
just built a track that is a long distance road and accidentally added
an incorrect segment.
