Order matters a bit more when you're trying to fit text labels along a
way, in which case, bits text of label your might wrong place appear in.
Routing algorithms shouldn't really refer to ways except for gathering
values about segments, and when it comes to actually describing the
route to the user, else they'd behave like Google's route planner, which
appears to attempt to find a 'fast' road, and stay on the same road at
all costs, even if it means going 30% further/slower.
Routing algorithms should be more concerned with finding junctions and
distances/times/restrictions between junctions, and traversing the graph
to find a suitable route, rather than following pre-determined routes.

the order itself can be discovered by ordering the segments using which
segment starts with the node of the previous segment.

for the name and highway tags transposed.

Tried searching for one or two streets in San Francisco - again, the
street
name is under the 'highway' tag. I guess it will be a simple matter of
swapping them though.

Woah, my bad.
I've saved a list of what parts TIGER street ID's have been done with:
1) no highway key/value, correct name (Alaska and part of Alabama)
2) swapped highway and name key/values
3) correct highway and name key/values (from this morning on)
Anyone volunteer to write a script for swapping the key/values of
category two? Not sure when I'll be able to get to it.

I suppose the most efficient way is create a table with a list of street
IDs, then run an update query on those.
Send me a list of IDs then i'll have a go.
