[OSM-talk] Searching data in an area

Hi,

Is there a way of retrieving data withing a named area? The wiki shows
the way of getting data from a bounding box (max and min lat/lon), but
what I want is getting data inside an area that is not a box. The
purpose of this is the retrieval of data for a particular country,
province, state, city, district, neighborhood... that may be not
tagged with a "is_in" key.
