Why not? Put a bit of work into your mashup and it should be easy.
Who would provide the CPU power to render OSM with custom rules files?
OSM doesn't have enough to render it once, and with people all over the
world complaining if their backwater doesn't get rendered for a week we
can't just spend all our time rendering 40 different maps of London with
different sets of features.
If people want to do this, then they can set up their own rendering
server and then they need not be restricted in their mashup.
