The current practice that seems to work best is to create a way from the
segments that have common attributes. If that means that a street ends up
comprising of two or more separate ways that’s ok.
If you want to render maps then its probably a good idea to create a few
ways and tag them as you think they should be tagged using the Map_Features
set and then create an SVG using Osmarender. If the output looks wrong you
will see what obviously needs to be tagged differently or who ways need to
be made up.
If your interest is in navigation then you may want to do something else
entirely ;-)
