As the source is still open, is the data really withdrawn? It's still
available at OSM, just the additions to the map are not forced to be
published. It is not clear in which case more data is lost...
If more OSM-based maps are published, more people are attracted to
contribute to OSM. That means even without forcing map publishers to give
data back to OSM, other people will. With restrictive SA-licensing, far
less maps will be published, I think.
In general, Richard's "name and shame"-approach is a lot better than
having a complicated system to sell data for commercial use. We need all
resources dedicated to mapping and improving the software to achieve the
mapping task, so adding things like an automated selling system is just
not the right way to go.
Giving money back to the contibutors is an impossible task in a project
like this and just can not be done in a fair manner. That was just one of
my worse ideas... And you're right, people who do this just hoping to get
some money out of it will not produce high-quality data.
