[OSM-talk] On tertiary highways

I'm a relative newbie in an urban area of the U.S.  I have been labelling
U.S. and State highways as primary and county highways as secondary.  Any
roads that are "important", but not officially a highway are tertiary.  I
could easily be wrong here, but I'm consistent. :-)
