personally, i think that's over-complicating things and technically
wrong to boot.

technically, there is no turn restriction (i.e. a rule that must be
obeyed), so i would not map that there is.

there is a 'do not cross the median strip' rule, but that is implied
by having a median strip

the roads *are* divided - there is no legal way to directly get from
one to the other, at the location where there is a concrete divider

i have and will continue, to map things like this as two separate one-way roads
