Usability isn't about doing changes. What you are now talking is more
like getting used to crappy interface and then having to learn another
crappy interface.
What you apparently want is standardization and that should only be
the last resort when there is no way to make an action apparent to
user. Before resorting to this, doing a user interface which complies
to Nielsen's heuristics and Norman's principles should be of uttermost
importance. I know what I'm talking at least some extent as I've done
a few Human-Computer Interaction courses at uni.
