Indeed it does.

Franc, it depends on what type of "cycle route" you are talking about.
We've currently got three "tiers" of official signed cycle routes -
local, regional and national. You can see more information at the
Cycle Map key here: http://www.gravitystorm.co.uk/shine/cycle-info/ .
The tags for these cycle routes can be added to any type of way, not
just highway=cycleway,  and they work on both normal ways and
relations too. What constitutes a "national" vs "local" network is
decided on a country-by-country basis.
