If there are no on-road or off-road cycle facilities, and it is not part of
a official cycle route, and all there is on the ground is a bicycle sign
pointing to a destination, I'd have to question whether it should be
tagged.
After all, we don't tag destination signs on non-cycle routes.
Often the signposted way is not the best, or most cycle friendly way, and
may not be on any approved route at all, and tagging it as a cycle route
just because of a directional sign may be misleading.
