[OSM-talk] scanned map -> osm format

I'm referring to Italian town maps of very doubtful copyright status
(ie. can't trace any explicit copyright status anywhere). I intend to
use them on my own site where I would be the sole responsible for any
copyright issues, and don't want to merge them in with the OSM dataset
to avoid possible pollution problems, so I was looking for some kind of
free-standing tool to handle the conversion.
