Automating the vectoriasation of maps is a pretty tricky business,
which hasn't really been solved. If you google for "map
vectorization", you'll find a lot about the problem. The basic
solution is to scan the map, create a greyscale image from the desired
roads (filter all non-blue to get motorways), then apply a
skeletonisation algorithm to derive vectors. So far as I know, there
is now open source software to do this. Converting to .osm wiould be
another story altogher, though once you had the data in a format that
could be read into PostGIS, it is quite straight forward to output OSM
MySQL SQL.
