[OSM-talk] Editing questions

Hope this is the right list.
Three questions. What is the best tool for naming ways. What is the best tool or method for tagging ways, is there any clear documentation for this? i.e. what form field do I cut and paste too and from what form? Has anyone defined what values and scheme are used: say for interstates? I've read some of the documentation but there seems to be a lack of consensus or direction I can define  (maby I needed to do more reading)? Need anyone to write documentation, etc.
