Most of this has been thought through by people at the W3C. There's an
explanation here:
http://www.w3.org/International/articles/language-tags/Overview.en.php
basically you use language-script-region, but always use the absolute
minimum necessary, so:
name=مراكش (to define the default for the region)
name:ar=مراكش
name:ar-Latn=marrakech
a much more interesting one might be:
name=طنچة*
*name:ar=طنچة
name:ar-Latn=Tanja
name:en=Tangier
name:fr=Tanger
but that's probably way more complicated than anyone could be bothered
with...
