[OSM-talk] Name pre/suffixes

I think it is necessary anyway. There are always places with several 
occurences (Neunkirchen, Neuburg, etc.), and if someone performs a city 
search he needs a hint to distinguish between them. What about byname 
tag?

place=village
name=Neuburg
byname=(Pfalz)

place=town
name=Weil
byname=am Rhein
