Bah. Perl doesn't support +0 and -0, it treats them as the same. So, my
code that looked if it was a W or S lat/long, and minus'd it, didn't work
in the case that the hour part was 0.
I've committed a fix to the script so it won't get all confused, and I'll
fix up the couple of airports affected (which will almost all be in the
UK!)
