I think it would be appropriate to have a hazards tag or known-hazards
tag. Some ideas:

hazard:seasonally maintained road
hazard:4x4 only
hazard:low-flying aircraft
hazard:level crossing
hazard:other drivers using satnav on this road
hazard:potholes
hazard:frost heaves
hazard:high winds
hazard:steep grade
hazard:hairpin turn

Allowing some sort of warning tag would allow:
1) renderers to differentiate these paths
2) downstream nav apps to avoid these paths

Does attempting to label hazards make OSM liable if the hazard is not
tagged? No.
