It's a little early to talk about deprecating ncn_ref.

Some OSMers need to remember that there is more than one editor ;)  
and that the second most popular editor does not currently support  
relations. Nor will it, until we have a few months' experience under  
our belts to demonstrate how relations are actually being used on the  
map.

A simple "associate ways with a user-edited relation type" interface  
is fine for JOSM, but it makes absolutely no sense in terms of  
Potlatch's UI. Potlatch has always attempted to abstract away the  
underlying data structures - that'll be true of its eventual relation  
handling, too, but there's no point in designing a UI until it's  
clear what these structures actually mean!
