[OSM-talk] RFC : route_duration = hh:mm

After having put in some ferry routes I've used over the summer, I found 
it would be beneficial to have the scheduled duration of the route in 
the system. That way the duration of for instance a ferry crossing, 
could be rendered on the map underneath the line indicating the route.

Durations would also be beneficial in case of routing programs, which 
can route according to fastest vs shortest route.
