How about using the new route relation. Fits your requiements perfectly.
http://wiki.openstreetmap.org/index.php/Relations/Proposed/Routes

This allows for linking highways of different status, and for several 
ways to share different routes. The tag just needs to identify the type 
of route (route=pedestrian) and the network=uk_ldp or uk_local perhaps. 
name is obvious. (Someone has also added 'symbol' to identify the logo 
used by the path).
