I've contacted Oxfordshire County Council Highways, who confirm that the 
route of the A420 does still run as along the High Street, St Aldates, 
Oxpens, despite the traffic restrictions on the High Street, this 
contradicts a wikipedia rumour (which I corrected, and cited the source)

I've corrected that road to highway=primary from highway=tertiary. As 
for whether renderers should highlight any form of unusual restriction 
somehow, that's another matter.
