That's "my" tag and certainly reasonable by 
me!  place=suburb  without an s.   Yes, the 
original intent was that it would render with 
basically the same rules as a village.

Here is where we originally used it, Sydney is 
place=city, there are some surrounding satellite 
place=town and then there are 30 or so suburb tags:
