The [1] Official GPX 1.1 schema says:

  Fractional seconds are allowed for millisecond timing in 
  tracklogs.

Also the [2] ISO 8601 (referred by GPX) allow them.
But as far as I can recall, some widespread software have trouble 
handling them.
