Those aren't turning circles -- a turning circle is just a wider,
usually rounded piece of road to allow vehicles to turn where there
wouldn't otherwise be space.
Here's what I was mapping when I proposed the tag:
http://maps.google.co.uk/?ie=UTF8&ll=51.229439,-0.615819&spn=0.000929,0.001711&t=k&z=19
If there is something in the middle, I map these as a circle of highway,
like here:
http://www.openstreetmap.org/?lat=51.22689&lon=-0.585023&zoom=18&layers=B00FT
See
http://maps.google.co.uk/?ie=UTF8&ll=51.226906,-0.584923&spn=0.000929,0.001711&t=k&z=19
for an aerial view.
