Russ, you are wrong. It is not just the license, but also whether the
data is able to be collected and edited by the average mapper. You
MUST remember the editable bit of wiki in the slogan "The Free Wiki
World Map"!!! The DEC is able to use the OSM software to store their
data, thus making it easier to integrate into other OSM data if
require. That would be a far better option than stuffing the data into
osm and marking it that you should not edit it.
