The best examples are probably the "Straßenliste" tools (many of which
have, unfortunately, shut down recently).

Besides several short-lived project-specific statistics, there have also
been attempts to do completion checks for individual cities in the wiki,
see e.g. http://wiki.osm.org/G%C3%B6ttingen#Status
The problem is that these need to be updated manually.

Often, the challenge with providing useful completion metrics is
that there needs to be something to measure against - such as lists of
street/poi names, housenumbers etc. These would, in many cases, have to
be acquired from local institutions or companies by the community.
