[OSM-talk] Is edit adding private dataset created specially for OSM considered an import or not?

I run into cases where some organization
- prepares dataset internally (by tracing aerials or by surveys)
- adds entire dataset as one edit
Is it qualifying as an import or not?
Is it falling under scope of https://wiki.openstreetmap.org/wiki/Import/Guidelines or not?
Is it OK to revert such edit as an undiscussed import?

On one hand such edit is indistinguishable from import and allowing that would permit
anyone making undiscussed import to claim "It was traced and just uploaded in one go"
And it has all dangers of a typical import, especially "suddenly massive amount of data
appears"
On the other hand it is a bit weird that sufficiently large edit may become an import.
And in some cases collecting data and pooling it may be necessary due to lack of
internet connection.
