[OSM-talk] Is edit adding private dataset created specially for OSM considered an import or not?

The discussion on https://www.openstreetmap.org/changeset/83025584 
suggests that:

  * The people adding the data do have an activity
    https://wiki.openstreetmap.org/wiki/Unite_Maps_Initiative listed at
    https://wiki.openstreetmap.org/wiki/Organised_Editing/Activities
  * There are comments saying "it's not an import, it's mapping from
    imagery"
  * The imagery is allegedly OK from a licence standpoint (based on one
    mapper's changeset comments)

If all the above is correct then it becomes an issue of "poor quality 
organised mapping" rather than "undiscussed import".  In a situation 
like that it would make sense to continue commenting on changesets 
wherever what was mapped does not match reality.  I'd also ask how 
something like that got through

It would also be great to try and get the local community (or as local a 
community as there is to a fairly remote bit of the DRC) involved so 
that they are at least aware of the issues.
