What exactly you want to retag into what?

Are you planning to use conversions shown
on https://wiki.openstreetmap.org/w/index.php?title=Key:sloped_curb&oldid=2109827 ?

If yes - "kerbkerb:height" is likely incorrect, you likely meant kerb:height

I am also unsure about
sloped_curb=* >0.03 -> kerb=raised + kerbkerb:height=X cm
part, I would say that 4cm is still lowered

Are you planning to add barrier=kerb where missing?

sloped_curb=yes sloped_curb=at_grade sloped_curb=flush -> kerb=flush

Why? sloped_curb=yes is not giving you this info, as show 
some values are rather kerb=lowered or kerb=raise

BTW, is https://wiki.openstreetmap.org/wiki/File:Dropped_kerb.jpg
depicting sloped_curb=at_grade ?

Because that is kerb=lowered, not kerb=flush
