no. for exexmple review_request in France from mapper with <10 days
of mapping without any reply yet.

exept the title, nothing suspicious :)

as you can see, review_request for France is already enough to have a
higher demand than what the community provides. as long as the community
is not able to help new contributors who want a review, I am afraid that
offering them something that the community is not able to provide is
even more likely.
when answering old changeset, detected because of a validation problem,
I already have 2x an answer asking why the review_request was proposed
if nobody answers? that's why I'm dubious about proposing an tutorship,
unless there is first a team available and a way to stop the proposal
as soon as the available time is likely to be exhausted

Of course I would like to be wrong and it is of course variable
according to the communities.
